RF Performance Engineering Manager

Position Description:
Senior position, for an individual with strong organizational and technical skills. The role of this job is to function as the manager of the RF Performance Engineering team and subject matter expert for all RF optimization aspects. Candidate should possess ability to work independently under general direction, on complex system performance, RF design, transmission, equipment, traffic engineering activities, mapping, problem solving, project management, vendor’s feature availability follow-up and vendor feature request.
Position requires operation of various computer modeling tools, test equipment, map reading, trouble analysis, and basic programming. Candidate should provide a high level of technical guidance and leadership, as well as ability to train and coach less experienced engineers.
The work involves functional management of a team of RF Performance engineers. Responsible for establishing operational objectives, detailed project plans, determining resource requirements and interface with cross functional organizations to execute the work plans. Interfaces with senior management during reviews of project objectives and achievements. Involved in developing, modifying and executing company programs that affect immediate operations and may also have market-wide effect.
Education: Candidate should have BSEE, or equivalent work experience. 5 – 7 years work experience in RF design, RF Performance, or a related field.
Position Qualifications:
Demonstrated strong record of managing successful teams, ability to coach individuals to success
•Good report, guideline, process and procedure writing.
• Good project management skill set. Coordinate the execution of assigned projects on a regular basis, capturing meeting minutes, providing update to managers, escalating issues and driving for results.
• Develop guidelines related to cellular engineering RF propagation path loss, model tuning, design, Network optimization, feature roll out, installation, and frequency planning for GSM and UMTS code planning.
• Develop budget for area of responsibility.
• Identify, initiate, manage, and execute trial, concepts and FOA technologies to increase cellular spectrum efficiency, reducing capital and operating expense.
• In depth technical understanding and use of RF and Cell site testing tools (HP Analyzers, Tektronix) and drive test equipment such as TEMS and Agilent and post processing tools such as Actix.
• Capable of developing technical and business specifications for Request For Information (RFI) and Request For Quote (RFQ) document documents. Being able to conduct both financial and technical analysis of submitted proposals to determine the best value/price combination for ATT.
• Familiar with microwave, facilities, cell site equipment and traffic engineering forecast planning tool.
• Good understanding of Radio standards GSM (05.05) and UMTS 3GPP 25.104.
• Thorough understanding of antenna theory, single channel amplifiers, multi carrier linear amplifiers, low noise amplifiers, link budget analysis, RF propagation, band pass filters, modulation, multiplexing techniques, BER and FER voice quality measurements, performance peg counts and how it applies GSM, UMTS wireless system design and optimization.
